Pour syrup into a small sauce pan with spices and rum extract. Heat until simmering and let it simmer for 3 minutes. Allow to cool.
To make the soda: pour the syrup in desired glass until 1/4 full. Then add the club soda and gently stir.
To make topping: put whipped topping and marshmallow creme into bowl and mix together. For best results, let the mixture sit for 10 minutes. Spoon topping onto soda.
